CSD Bill Position Statements

CSD works actively in the state capitol to represent the best interests of all of our members. This includes meeting with legislators on critical topics and working closely with other educational organizations in our state.

CSD is also active in testifying on bills that will impact our member school districts. Below is the written testimony we have submitted for each of the bills listed. We also testify in person before committee to express our support or opposition to a particular bill.

James Moody Presentation on the “Consumption Tax,” or “Fair Tax”

James Moody, of James R. Moody and Associates, presents an analysis of the August/September 2011 Consumption Tax initiative petitions. The Consumption Tax has also been known as the “Fair Tax” and is a priority position in the combined CSD-St. Louis and CSD-Greater Kansas City legislative platform. From the platform: “A ‘Fair Tax’ approach should not be pursued in our state, as analysis has shown that a successful initiative would significantly decrease school districts’ funding for the children served by ALL public schools in Missouri.
